Torbay Council's Concept for Unitary Councils in Devon

Torbay Council welcomes the opportunity to contribute to the debate on the future shape of local government in Devon.  Within the timescale available to us we have not had the opportunity to undertake wide consultation on our concept but see this as a key task to be addressed under stage 2 of the process.

Our prime consideration has been to seek a unitary solution for Devon with special consideration for the interests of the South Devon and Torbay area.  Against this criteria we propose that the best solution for Devon will be three unitary councils.  This solution, we believe, will deliver genuine, high quality and effective, value for money services meeting the needs of the people of Devon.
